The Kemmerer City Council met in regular session this 24th day of May, 2010, at 7:00 p.m. in the City Council Chambers, City Hall, Kemmerer, Wyoming. The meeting was called to order by Mayor Michael Nelson. The Pledge of Allegiance was recited. Present on roll call were Mayor Michael Nelson, Councilwoman Pauline Sawyer, Councilman Brian Burg, Councilman David Lundgren, Councilman Anthony Tomassi and Councilman Zem Hopkins.

Motion was made by Councilman Tomassi to approve the agenda for May 24, 2010 as presented; seconded by Councilman Lundgren and unanimously approved by Council.

VISITORS’ COMMENTS AND PETITIONS:

 

(1) A 5 year service award was presented to John Wagner of the Street Department. Mr. Wagner was no present.

(2) Holland Pollard, Jorie Dovey and Mandi Dovey, representing the Kemmerer Middle School 8th graders, addressed the council on using the Archie Neil Caboose to sell goods to raise money to fund the annual Washington D.C. trip.

(3) It was announced that the first Community Pride Award for 2010 recipients were Dave and DeeDee Waldner.

(4) Michael Archibald addressed the council on re-running an article from a 1914 issue of the Kemmerer Camera on the importance of keeping property clean. Copies were given to The Little Chicago Review and the Kemmerer Gazette.

Motion was made by Councilman Burg to approve the items on the consent agenda as presented: seconded by Councilwoman Sawyer and unanimously approved by Council. Those items were:

OLD BUSINESS:

NEW BUSINESS:

 

(1) Motion was made by Councilman Hopkins to authorize the Mayor and Council to approve the change in the project scope for the Town of Cokeville Consensus Block Grant and authorize the Mayor to sign the letter of support; seconded by Councilman Burg and unanimously approved by Council.

(2) Motion was made by Councilwoman Sawyer to pass, approve and adopt Resolution No. 2010-641, A resolution amending Resolution 2010-629 establishing the Kemmerer Main Street Redevelopment Committee; seconded by Councilman Hopkins and unanimously approved by Council.

(3) Motion was made by Councilman Tomassi to authorize the Mayor to sign the lease agreement with Lincoln County for the Extension offices at the Event Center for the 2011 fiscal year; seconded by Councilman Lundgren and unanimously approved by Council.

(4) Motion was made by Councilman Lundgren to authorize the Mayor to sign the "Contract for Accounting and Clerical Services" with the Kemmerer-Diamondville Joint Powers Board for the 2010-2011 fiscal year; seconded by Councilman Hopkins and unanimously approved by Council.

COMMENTS:

 

(1) Along with the updates to the council, City Administrator Archibald notified the council that Mary Crosby resigned as a member of the K-D Joint Powers Board which opened up the position on the board for Mayor Michael Nelson.

There being no further business before Council, motion was made by Councilman Hopkins the meeting be adjourned; seconded by Councilwoman Burg and unanimously approved by Council, 8:03 p.m.

The Kemmerer City Council is seeking individuals to serve on the Kemmerer Main Street Committee to assist them in revitalization of the downtown area.  In December of 2009 the City of Kemmerer was selected as an "Aspiring Community" by the Wyoming Main Street program.  This committee will focus on the development and implementation four areas that make the Main Street program successful.  Those areas are: Design, Organization, Economic Restructuring and Promotion.

The success of the program is dependent upon the citizens of the community participating in the revitalization of the down town.  You can participate by filling out the application and submitting it to the Kemmerer City Hall.
