The Kemmerer City Council met in regular session this 12th day of December, 2011, at 7 p.m. in the City Council Chambers, City Hall, Kemmerer, Wyoming. The Pledge of Allegiance was recited. Present on roll call were Mayor Zem Hopkins, Councilwoman Kelly Blue, Councilman Brian Burg, Councilman James Burnett, Councilman Robert Reetz, Councilman Eric Rudy and Councilman Anthony Tomassi.
Motion was made by Councilman Burnett to approve the agenda for December 12, 2011 as presented; seconded by Councilwoman Blue and unanimously approved by Council.
VISITORS’ COMMENTS AND PETITIONS:
None.
CONSENT AGENDA:
Motion was made by Councilman Tomassi to approve the items on the consent agenda as presented; seconded by Councilman Burg and unanimously approved by Council. Those items were:
(1) approval of the minutes of November 28, 2011 as presented;
(2) approval of the payment of bills and payroll as presented.

OLD BUSINESS:

NEW BUSINESS:
(1) Motion was made by Councilman Burnett to approve the liquor catering permit for Lews, Inc. dba Buddha Bobs Liquor Catering for December 17, 2011 at the South Lincoln Training and Event Center; seconded by Councilman Rudy and unanimously approved by Council.
(2) Motion was made by Councilwoman Blue to approve the regular City Council meeting dates for 2012 as presented; seconded by Councilman Burg and unanimously approved by Council.
(3) Motion was made by Councilwoman Blue to appoint Donna Oden to a three year term on the Recreation Advisory Board; seconded by Councilman Burg and unanimously approved by Council.
Motion was made by Councilwoman Blue to appoint Mark Thatcher to a three year term on the Kemmerer Zoning Board; seconded by Councilman Reetz and unanimously approved by Council.
Motion was made by Councilman Burg to appoint Truman Julian to a three year term on the Kemmerer-Diamondville Water and Wastewater Joint Powers Board; seconded by Councilman Reetz and unanimously approved by Council.
Motion was made by Councilman Burnett to appoint Paula Bowling to a three year term on the South Lincoln Training and Event Center Advisory Board; seconded by Councilman Burg and unanimously approved by Council.
Councilman Tomassi excused himself from the meeting at this point.
Motion was made by Councilwoman Blue to appoint Anthony Tomassi to a three year term on the South Lincoln Training and Event Center Advisory Board; seconded by Councilman Rudy. The Mayor then called for the question. Those voting "Yea" - Mayor Hopkins, Councilman Rudy and Councilman Reetz. Those voting "Nay" - Councilwoman Blue, Councilman Burg and Councilman Burnett. Motion did not pass.
Motion was made by Councilman Burnett to appoint Councilman Tomassi as city liaison to the South Lincoln Training and Event Center Advisory Board; seconded by Councilman Reetz. The Mayor then called for the question. Those voting "Yea" - Mayor Hopkins, Councilwoman Blue, Councilman Burnett, Councilman Rudy and Councilman Reetz. Those voting "Nay" - Councilman Burg. Motion carried.
Councilman Tomassi returned to the meeting at this point.
Motion was made by Councilwoman Blue to appoint Glen Williamson to a three year term on the Main Street Redevelopment Committee; seconded by Councilman Tomassi. The Mayor then called for the question. Those voting "Yea" - Mayor Hopkins, Councilwoman Blue; Councilman Burnett, Councilman Tomassi, Councilman Rudy and Councilman Reetz. Those voting "Nay" - Councilman Burg. Motion carried.
(4) Motion was made by Councilwoman Blue to approve the proposed lease agreement with Lincoln County for the South Lincoln Training and Event Center; seconded by Councilman Burnett. The Mayor then called for the question. Those voting "Yea" - Mayor Hopkins, Councilwoman Blue, Councilman Burg, Councilman Burnett, Councilman Tomassi and Councilman Rudy. Those voting "Nay" - Councilman Reetz. Motion carried.
COMMENTS:
(1) Comments were made by Councilmembers.
(2) Mayor Hopkins presented his comments.
There being no further business before Council, motion was made by Councilman Burnett the meeting be adjourned; seconded by Councilman Reetz and unanimously approved by Council, 7:29 p.m.
