            REGULATION OF CITY PROPERTY

            ARTICLE I.  KEMMERER COMMUNITY FISHING POND

SECTION 27-1.  APPLICABLE STATUTES AND REGULATIONS.

In addition to the provisions of this article, Wyoming State Statutes under Title 23 and the regulations of the Wyoming Game and Fish Department as they relate to fishing shall be applicable to the Kemmerer Community Fishing Pond.  In the event of a conflict, the most restrictive regulation will apply.  The city administrator may, in writing, suspend portions of this Article for special events.

SECTION 27-2.  KEMMERER COMMUNITY FISHING POND DEFINED.

The Kemmerer Community Fishing Pond as used in this article shall mean those waters within and the parking area adjacent to the man made pond west of U.S. Highway 189 after it crosses the Union Pacific Railroad tracks and the Hams Fork River, north and east of the Hams fork River and south of Capellen’s mobile home park. Said area shall include all of that area under water between the gates prepared to keep fish within the pond and the parking area that provides access to the pond.

SECTION 27-3. QUALIFIED PERSONS.

Fishing will be restricted to the following persons:

    1. Those ages 14 years and younger
    2. Those ages 60 years and older
    1. Those disabled individuals who would otherwise qualify for a handicap parking exemption.

 

SECTION 27-4.  FISH LICENSE REQUIRED.

Any person not qualified to fish under Section 27-3 who assists a qualified individual must have a valid Wyoming fishing license and conservation stamp but may only assist a qualified individual.

SECTION 27-5.  USE REGULATIONS.

  1. No person shall catch and retain more than one fish per day per person qualified to fish under Section 27-3.
  2. No swimming, diving, or wading in the pond shall be permitted.
  3. No water craft or float tubes shall be permitted in the pond.
  4. No person shall enter or walk on  the pond at any time ice is present on the pond.
  5. Camping and overnight parking is prohibited.
  6. Open fires are only permitted in provided fire rings when not otherwise prohibited.
  7. Disposal of trash is only permitted in receptacles for that purpose.  Only trash generated at the site may be disposed of at the site.

SECTION 27-6.  (RESERVED).

            ARTICLE II.  KEMMERER COMMUNITY CAMPGROUND

SECTION 27-7.  KEMMERER COMMUNITY CAMPGROUND DEFINED.

The Kemmerer community Campground as used in this article shall mean the area to the south of the Kemmerer City Hall parking area that is fences which may be entered through the gate going easterly from Wyoming Highway 233.  The city administrator may, in writing, temporarily suspend portions of this Article for special events.

SECTION 27-8.  USE.

    1. No self-contained recreational vehicles, campers or trailers shall be permitted.
    2. Campground is for use of campers only and defined as those who sleep in a tent or without protection other than their bedroll. Payment of the requisite fee is presumptive that user is camping.

 

SECTION 27-9. FEE.

The fee for use of the campground will be $5.00 per 24 hour period or any portion thereof. The City Council may change the fee from time to time at its discretion by resolution.  Fees shall be paid within 30 minutes of arrival of camper.

SECTION 27-10.  STAY LIMIT.

The maximum stay will be 72 hours during any 168 hour (7 day) period.

SECTION 27-11.  USE RESTRICTIONS.

Camping shall be only in designated areas.
Parking shall be limited to dirt parking area only. No parking shall be allowed on grass or gravel.
Loose animals are prohibited.  All dogs must be on a leash at all times and all other animals shall be restrained.

Fires shall be in provided fire pits only.
Wood gathering within the campground shall be prohibited.
There shall be not more than one family or 6 persons who are not family members utilizing any one camp site.
Cleaning, gutting, skinning or dismemberment of any animals shall be prohibited
Movement of tables or trash cans from designated area is prohibited.

  1. Disposal of trash is only permitted in receptacles provided for that purpose. Only trash generated at the campground may be disposed of at the campground.
  2. Filling of containers or tanks with an excess of 20 gallons of water is prohibited unless specifically authorized by the City Administrator or his designee.

            ARTICLE III.  KEMMERER MUNICIPAL AIRPORT

Section 27.12-.  Non aviation use/activities at the Kemmerer Municipal Airport
    
Non aviation related activities at the Kemmerer Municipal Airport are prohibited. These      activities/uses are to include, but are not limited to:
               1.   Bicycling
               2.   Snowmobiling
               3.   Roller skating
               4.   Roller blading
               5.   Jogging
               6.   Walking pets
               7.  And any other activity that could present a hazard to flight safety at the Kemmerer Airport

The City Administrator may, upon recommendation of the Airport Operator, temporarily suspend portions of this Section for civic or public events.
